Mwembe locals have called upon the county authorities to ensure that the 'Mututho laws' adhere to saying that most people are going back into irresponsible drinking habits.
They claim bars are now operating as early as 8 am and late night past 10 pm.
“You find bars in the area operating even as early as 8 am. How do you expect the people to work? 'Mututho laws' should be implemented strictly,” said Betty Makotsi.
They claim the youth in the area no longer go to work, they drink and idle all day.
“It’s like the 'Mututho laws' were forgotten long ago since you find youth drunk as early as 1 pm during the day and a majority of them are bodaboda operators," said Evans Oino.
“Bars here and alcoholic joints operate all day. I have two workers who take breaks in between to take a glass of alcohol and resume work,” said Dickson a contractor in Kisii.
Interviewing a bar attendant who opted for anonymity she said they operate as usual and are not aware of any 'Mututho laws.'
“My boss expects me to be at work at from 10 am daily. 'Mututho laws' are unheard off and not applicable here,” she said.
