The Council of Governors (CoG) has dismissed a statement by Health Cabinet Secretary Dr Cleopa Mailu, that County governments have received funds to pay Nurses, Doctors, Clinical Officers and other health professionals.
A statement from the Council said what was budgeted for the Nurses, Clinical officers and other Health workers in the counties as allowances amounted to Sh1.6 billion and Doctors Sh1.5 billion, which was meant to cushion Counties for six months before the end of the 2016/2017 financial year.
CoG said the monies are yet to be disbursed to any county government since the Senate is yet to resume its sessions to approve the allocations.
''Council of Governors (COG) was established under Section 19 of IGRA Act in 2013, to share information, offer a collective voice on policy issues and strategies among 47 County governments.''
''COG is a non-partisan organisation with a mandate to provide a mechanism for consultation amongst County Governments, share information on performance of the Counties in execution of their functions, facilitate capacity building for Governors, and consider reports from other intergovernmental forums on national and county interests amongst other functions in Section 20 of the Act,'' added the statement in part.The governors urged Mailu to make public, the schedule of disbursements for each County government, dates and actual amounts disbursed as he communicated to the media, saying they are aware the Ministry of Health has already paid health workers under its docket, leaving out health workers in the Counties.''The Council of Governors appeals to the Senate to reconsider convening urgently as a matter of national interest to approve these allocations,'' CoG said, Tuesday.Doctors have threatened to halt operations in public health facilities, claiming they are yet to be paid their salaries from December 2016, even after signing a Return to Work Formula, that ended a 100 days strike, this year.
