Mandago says regular IFMIS failure was affecting running of devolved units.

The governor claimed officers in charge of IFMIS were deliberately shutting down IFMIS."National Treasury need to stop halting the IFMIS, counties need to run with ease and money is needed," noted Mr. Mandago.

"It's wired that IFMIS is usually down during the day only to be opened at midnight. Whoever is in charge should know that public officers do not work at night," he added.

Mandago further said IFMIS should not be shut down during the elections period as devolved units have proper structures that will ensure smooth running of county governments even with governors on campaign trail.

"There is no need to close IFMIS because there is an election. County governments must run whether there is an election or not. In any case we have structures that can ensure efficient running of government during the elections," he said.
