Speaking in his office on Tuesday, Jackson Mandago said the delay in releasing the second tranche of county allocations has crippled their activities.

"We have only received half of our allocation from the National Treasury and yet this financial year will be ending in three months time. How will we use the amount within that short time? This is why a lot of money is usually returned to the Treasury," he said.

He urged the national government through the Treasury to ensure that the money is distributed on time for them to make good use of the amount.

"We are really suffering the delay has sabotaged all our operations to an extent of not paying our workers and show support to devolution they should disburse it with immediate effect," he said.

He said that only Sh130 billion has been distributed to the 47 seven counties, instead of Sh291 billion.
