Uasin Gishu County Governor Jackson Mandago has urged the National Assembly to pass legislation to allow those charged pay court fines in installments.
Speaking at Eldoret Prison on Thursday, Mandago said there should be a move to ensure those charged with petty offences are not sent behind bars. This, he said, will control congestion in prisons.
"It is sad that there are inmates who are behind bars for over five years due to inability to pay fines. I urge the National assembly to pass legislation that allow such people to be released and pay the fines in installments," Mandago said.
"Many are in prison for being unable to raise fines," he added.
The county boss also urged the government to address the plight of prison warders.
"It is very sad that prison officers are living in deplorable conditions. This is why most of them are corrupt,” he said.
