The elders understandably agreed to have political seats rotated among the clans, a move that has seen Senator Billow Kerrow to openly announce his intention to bow out of 2017 race.

But in an exclusive interview with the reporter, Prof Nyachieo Bogonko faulted the negotiated democracy saying it violates fundamental constitutional rights.

“Negotiated democracy is allowed but I don’t think it makes an impact under the current constitutional dispensation. It only infringes political rights of some candidates and I discourage it strongly,” he said.

“It’s wrong to insinuate that political seats bring peace in volatile regions like Mandera. Elders should find other internal mechanisms of coexisting peacefully without embracing political power brokering as a remedy,” he added.

He also said residents should be given a chance to elect leaders of their choice based on development records for the sake of posterity.

“It’s becomes a ridicule when a leader enters an office and is aware that he or she should lead for only five years. Corruption will be rampant because they will only focus on looting rather than development. Let us leave matters election to electorates and not imposing leaders on them,” he said.
