Even as Garissa County announces plans to promote the Early Childhood Development and Education (ECDE) through the introduction of feeding programmes, it has now emerged that ECDE education is not a fully devolved function.
According to Education CS, Fred Matiang’i, some counties have misinterpreted ECDE as a devolved function to mean that they can solely run it independent of the national government.
Matiang'i said he is planning to meet individual governors to explain the role of county governments in running the ECDE centres.
The Cabinet Secretary issued that although the constitution devolves, the running and management of the Kindergarten and nursery schooling centres to the counties, it is a reserve of the national government to issue policy directions.
The new constitution devolves ECDE centres learning to counties but gives national government the full function of running basic, technical training and higher education.
