Unveiling an up-to-date list of nearly 1 million candidates set to join form 1 next year, Education Cabinet Secretary revealed that the money sent to some schools for learners was not being used properly.

For example, these schools inflated the prices of textbooks.

''Our national schools don't have a problem because you buy books. But your brothers and sisters in those other schools don't buy books. They have a creative way of using the money. Books that we were told were costing Sh790 are now costing the procurement system that we have.'' Matiang'i said.

Matiang'i put school heads on notice, telling them that they must comply with the raft of regulations designed to bring sanity in the education sector.

He asked them not to saddle Kenyan parents with unnecessary costs.
