The Kisumu County Government has been blamed for failing to implement the Public Participation Act as they engage the public on key participation.

East Seme ward representative Aggrey Ogosi said the County Assembly had passed the Bill and was assigned into law one year ago.

Ogosi said the law outlines structures that must be put in place and used whenever the county intends to hold a public participation forums.

“The Bill has good structures but it’s not being implemented by the county government,” he said.

Speaking during a forum on budget making process organised by Media Focus on Africa, the MCA said the county executive declined to follow the law.

He noted that the public has been engaged haphazardly without putting into considerations what the Act says about public participation.

Ogosi said the public meetings are announced a day to the event thus leading to poor turnout at the same time the documents being given out are dubious and sometime less.

He said the documents should be given to members of the public prior to the meetings to ensure they study and understand what will be discussed on the said Bills.
