A nominated MCA in Garissa wants defilers to be harshly punished calling for stringent penalties for perpetrators of the crime.
Fatuma Abdi says Garissa County is occupied by communities that still prefer negotiations at the expense of court cases when defilement cases occur.
She said she is preparing a Bill which when passed into law will spell long jail terms and heavy fines for child molesters.
"Many defilement cases have been thrown away to the disadvantage of the victims," he said outside the county assembly on Thursday.
"This has to end. It's my hope that the Bill I am preparing will be signed into law. We have to reform our society."
She said the worst that happens to defilement victims is when high profile individuals are involved.
"This law is not made for specific people. Defile and I assure you that you will end up in jail irrespective of your status," Fatuma said.
In Garissa, the MCA said, most defilement cases end up being solved at family level where defilers pay money to the family of the victims, an act she said denies those whose rights have been violated justice.
She gave a case where the family of a Class Five girl was defiled was given Sh4,000 "to remain silent".
