Busia nominated Member of County Assembly Cynthia Mutere has asked President Uhuru Kenyatta to devolve all health functions to Counties instead.
She said the national government should not be allowed to retain some of the health services.
Speaking on Tuesday during a live TV interview during a debate on President Uhuru's inauguration speech, Mutere said the constitution had devolved the health function.
"It will be incumbent upon the president to disburse trenches of funds related to the health sector to Counties instead of holding some sections of it," she said.
"People are in counties, thus the need to have all funds related to the sector channeled to Counties."
She slammed the Jubilee government over the nurses' strike that was witnessed nationwide, saying devolution of all services would help curb such cases.
"The three months strike by nurses was partly attributed to the holding of some health functions by the national government," she said.
