Nakuru MCAs are set to debate a bill that sets criteria for sharing the county allocations among the 55 wards.
Nyota ward MCA Njuguna Gichamu, who has tabled the bill, said the recent allocation in the 2014-2015 budget failed to respect the constitution since the allocation per ward was shared equally without considering major factors.
“The constitution states that allocation from the national and the county government should be shared equitably and not equally,” said Gichamu.
“Residents in densely populated wards feel disadvantaged since they are generating more revenue to county and national governments and therefore they should not be receiving similar allocation as areas that are less productive,” added Gichamu.
He also said the purpose of the bill is to help tame and create a working formula and guideline in sharing the county 'cake' to promote equitability and even to make provisions for marginalised groups and areas.
He said openness and accountability will only be felt by the counties only if some key aspects are considered in the allocation of funds just as it is done with other public funds such as CDF where serious evaluation of constituencies are made before distribution of the funds.
