Kiambu County has petitioned the controller of budget Agnes Odhiambo after expenditure of its bursary funds was disallowed.

Barely two weeks ago, Karuri Ward MCA Martin Njoroge said more than 12,000 disadvantaged children may be sent home for fees due to huge arrears. He wrote to the budget chief saying orphaned and vulnerable children have been denied right to education following the situation.

Njoroge says in the letter that some of the affected children have dropped out after staying out of school for months. He thusNjoroge wants Odhiambo to rescind the directive and allow the disbursement of the remaining funds. He has further threatened court action if the deadline elapses.

He further said that Odhiambo ignored the independence of the Kiambu county government by giving unilateral directions without consultations.

However, education executive of the county Esther Ndirangu says that MCAs have not yet amended clauses as directed by the controller of budgets and the bursary kitty will be treated as per the rules and regulations of Public Finance Management Act and the county bursary Act.

Kiambu Governor Wiliam Kabogo said that the MCAs should not be part of the board that recruits beneficiaries of the funds since it was delaying the process.
