Kondele Ward MCA Gabriel Ochieng has asked the National Assembly to pass motion to allow budget allocations for counties.

Speaking during celebrations of Madaraka Day at Jomo Kenyatta Sports Ground on Monday afternoon, MCA Ochieng who spoke on behalf of county legislation said whatever has been happening at the assembly are teething problems that came with devolution and can easily be sorted out.

He alleged that some Members of Parliament are ‘key enemies and frustrate’ the new devolve system of government.

"Senators have passed a bill to allow allocations of funds at the counties, but our MPs have refused to pass the budget allocation to reach counties," claimed Ochieng.

Ochieng said that the blame always shifts to MCAs for failing to implement project at Ward levels, yet funds have not been devolved.

“The budget circle is competing with time and with this money therefore, if MPS do not pass it, then we will have to wait for six months which means counties cannot run smoothly due to lack of funds,” said Ochieng.

He added, “It is better that MPs agree and pass the budget allocation bill. The money senators are adding is not even 13 Million they are complaining about. The senate put it at 297 Million, the MPs wanted 287 Million that's not a big gap."

Ochieng said the budget should have come even before county started its budget estimates, “This way, the county knows what estimates it is working on.”

He however, pleaded with Members of Parliament to pass the budget for county governments in time to allow county governments receive their allocations.
