Central Gem MCA Fred Ouda was on Tuesday arraigned in court in Kisumu to answer to charges of breach of peace.
Mr Ouda was charged for creating disturbance in a manner likely to cause breach of peace at the IEBC offices in Kisumu.
According to the charge sheet, Mr Ouda locked the main entrance gate to the IEBC offices with three padlocks and chained himself hence disabling operations at the IEBC county offices.
He however, pleaded not guilty to the charges before Senior Resident Magistrate Phylis Shinyada.
Through his Lawyer Ken Amondi, the accused pleaded to be released on a cash bail and be furnished with the charge sheet and investigation diary.
The prosecution however, said they were not yet furnished with the police documents and hence had no objection to the accused having access to the evidence documents that the prosecution intended to rely on.
He was released on a cash bail of Sh20,000 or a bond of Sh50,000 with similar surety pending the hearing of the case on May 26.
