[Garissa County Assembly Majority leader Ibrahim Abdi and Jarajara MCA Abdi Dekhow.] (the-star.co.ke)MCAs in Garissa have blamed tribal differences among the elected ward representatives as reason for the County Assembly’s underperformance in the last close to five years.
They also blamed poor leadership for the County Assembly’s failure to pass more legislation in support of the county’s development.
On Friday, Ijara MCA Mohamed Abdullahi said the House did not propose debate and pass laws that would have jacked development in one of Kenya’s arid counties.
He also admitted that some MCAs had difficulty in debating issues of high importance because of their low level of education.
“We may be quick to blame the House for doing little in terms of oversight and legislation, but I want to blame this on the ethnic division that was deep rooted. It impacted negatively on our work,” said Abdullahi as quoted by the Star.
“The Speaker was biased. He took advantage of the ethnic divide to run the House. He also used it to protect his selfish interests.”
MCAs across the country have been assessing their work to determine the level at which their work impacted on the lives of Kenyans in the last four years in their respective counties.
Holugho MCA Mohamed Aden said the Assembly had no record to defend saying it performed below average in law making adding that the members performed well in representation.
The Garissa County Assembly was composed of 48 MCAs, 30 of whom were elected and 18 nominated.
The Auliyan clan had 13 elected MCAs, Abduwak 11, Abdalla five and Degodia one. Auliyan nominated the highest number of representatives to the House. Deputy Speaker Abubakar Shide confessed the House passed very few Bill into law.
Speaker Mohamed Abbey defended the County Assembly, saying it had done “fairly good under the difficult circumstances”.
