The new developments come days after a five-member county assembly committee recommended that the funds should only be disbursed in extraordinary cases or emergencies.

According to Abdinasir Mohamed who is a member of the committee, the assembly has explored all its legal and best available measures to ensure public resources are never misused.

“The situation here in Garissa needs urgent and proactive interventions from all stakeholders to restore sanity at the Treasury. It is now emerging the situation is getting worse and requires multi-agency approaches,” he said.

Mohamed added that the team will probe into the budget compliance of the Garissa county government for the just ended 2015/16 financial year.

A week ago, the committee said the budgetary estimates of the county exceeded legal ceilings. They also demanded a lifestyle audit for all Treasury staff.
