Members of the Kisumu County assembly on Monday expunged Sh1 billion loan that had been included in the budget of 2016/2017.

The loan which had been geared to facilitate developments within the county was largely opposed by a majority of the members.

Speaker Anne Adul ruled that the loan be expunged from the budget as it is against the Public Finance Management Act regulations.

Sh200 million had been geared towards construction of ECDs, Sh300 million towards roads and Sh500 million for a new County Assembly are the developments affected by the 1 billion loan.

East Seme ward representative Aggrey Ogosi presented the motion to amend the 1 billion loan saying the Assembly had not approved the provision of the loan.

He asked members to withdraw the loan saying that it was not guaranteed in the first place.

Also opposing the loan was South West Nyakach MCA Benjamin Onyango who asked his fellow members to learn from the past where they were accused of pocketing money meant for development yet in reality they had a budget way higher than the money available.

“I don’t see the need for us to experience what we have experienced in the past. In case of any agency the house should convey a sitting and work with the supplementary budget,” he told members.

Kaloleni Shaurimoyo MCA Prisca Misachi said the allocation for instance for the construction of the Assembly should be held and left for the next house after 2017 to pursue as it was not urgent as other programmes.
