An activist has accused MCAs of spending too much time drinking and on seminars.Wanjala Makokha said on Wednesday, the low development witnessed at the ward level shows the members of the county assembly still do not understand their roles."Most of them do not understand their roles. They spend most of their time drinking and on seminars instead of working for Kenyans," said Makokha while addressing journalists in Kisumu.Constitutionally, the major role of the Members of the County Assembly is legislation, representation, and oversight.MCAs are also supposed to maintain close contact with the electorate and should consult them on issues before or under discussion in the county assembly.Mwahima said unless MCAs jack their efforts in ensuring equitable resource allocation, the country may not realise development as envisioned under devolution.The first MCAs to be elected in Kenya assumed office after the 2013 general election.
