Kisumu County Assembly Members (MCAs) now want to be capacitated to draft good bills within the county.

The members want the Law Reform Commission to help them review bills brought by the members and the executive to ensure they conform to the constitution.

The MCAs blamed the low revenue collection on slow enactment of 52 bills necessary to raise revenue collection in the county.

This was revealed in a report by nominated MCA Farida Salim tabled on Wednesday before the house on the meeting between members and the Chief Executive Officer of Kenya Law Reform Commission Joash Dache on Wednesday where bill drafting was discussed.

Salim said they need to have various essential Acts to spearhead service delivery and day to day running of the assembly.

She said there was need to enact the 52 models of laws that guides the operations of counties.

Apart from law enactment the MCAs also blamed the minimal collection on the leniency of those charged with the duty of collecting revenue and disorganized deployment of staff by the county government.

The chairman of finance committee James Were said genuine structural reports must be hatched and implemented to deal with the inefficiency in revenue collection.

The acting speaker Gabriel Ochieng however said there was an urgent need for capacity building for members so that they are up to date with drafting of bills.

Some factors that have also led to low revenue collection include lack of staff to collect in far flunk areas, office space and equipment in new sub-counties and stock rings that are not fenced.
