Gem MP Jakoyo Midiwo has dismissed proposals by the IEBC joint parliamentary committee aiming to curb party-hopping for candidates who lose at the party nominations stage.

Speaking in parliament today, Midiwo said that the committee led by Senators James Orengo and Kiraitu Murungi had overstepped their mandate and unconstitutionally covered issues they were not assigned to.

“You cannot send someone for milk and they bring sugar,” he said, insinuating that the committee did not bring exactly what they had been sent to work on.

Midiwo further said that the rules had come unexpected, pleading with the house to add them more time to deliberate on the issue.

“The substantive speaker ruled that this thing is not amendable. We need to take time and see how to go about it. It is a first for us and we must find a way to deal with it,” he further said.

Midiwo's stand has differed with that of ODM party leader Raila Odinga who had earlier termed the report and proposals as perfect.
