According to the outspoken politician, only two communities dominate the public service, a reality that has prevented the country from having people with the right credentials at the helm of affairs.

''Most of them are undeserving in terms of brains. They are only there because they are from a particular region. You must understand that that is a very big problem. The problem of our country, I dare say, is that we have many qualified Kenyans but the civil service is wrongly constituted so that the political government is more powerful than the civil service government...'' the former MP said.

Jakoyo was speaking today in a panel discussion on television during an early morning programme.

He called upon the country to embrace meritocracy, saying that the country could not be run by two communities.
