Eric Rabuogi who is eyeing Midiwo's seat says the MP has had a poor development record since 2002 when he was elected MP.
Midiwo, who has been MP for the last close to 15 years according to Rabuogi has done nothing to help constituents uplift their livelihoods.
He also accused Parliament's leader of minority of unfair distribution of CDF money.
"You have failed the people of Gem and the honourable thing to do for them is to step down for young and visionary leaders," he was quoted by the Star as saying on Thursday.
He challenged Midiwo to show development projects he has initiated and completed in the constituency.
He said most roads in Gem are in a sorry state.
Midiwo recently told off his critics saying he has done a lot in improving the education standards, healthcare and infrastructure in the constituency.
