Nairobi Governor Evans Kidero does not understand the constitution and does not even seem to understand the functions of a county government.
Nairobi County independent gubernatorial candidate Miguna Miguna has told Kidero that devolution was supposed to devolve power and services, which has failed to achieve.
"In schedule Four, the constitution states that money follows functions not the other way round like Kidero has been arguing here. So, every of the 16 devolved functions are covered and are properly budgeted for," said Miguna on Thursday during the Kenya Alliance of Residents Association (KARA) first debate held at Crowne Plaza in Nairobi.
"So nobody can come here and expect that because most Kenyans don't read, may not have read schedule four and, therefore, they do not know where the money is coming from. The money is already there but Kidero and his cartels are looting it. That's where the problem is."
He told Kidero on his face that he had looted enough over the last four and half years and it was high time he went home.
Jubilee candidate Mike Mbuvi Sonko snubbed the event opting to send his running mate Polycarp Igathe who was rejected by the organisers. Peter Kenneth also snubbed the debate, the first of its kind to be held in Nairobi County for gubernatorial candidates.
