[Photo: The Nation]Lawyer and political analyst Miguna Miguna has badly castigated the Independent Electoral and Boundaries Commission (IEBC) Chairman Wafula Chebukati saying he is the worst electoral manager since Kenya's independence.Miguna has said that Chebukati is the best description of 'ineptitude' and will go down in history as 'the man who messed up Kenya's electoral practices'."This man Chebukati is so incompetent in what he does that I even pity him. He has no idea of what it means to be an electoral manager. Last week he came out to talk of giving yellow and red cards to President Kenyatta and Raila Odinga if certain conditions were not met. Nothing happened! It was all hogwash because he cannot do anything," Miguna told NTV's Decision 2017 on Thursday evening.Miguna, however, noted that Chebukati's incompetence is 'excusable' saying that Chebukati was the least performing candidate for IEBC chairmanship position 'but how he ended up being the preferred candidate I  don't know'.The August 8 election Nairobi gubernatorial seat loser,  also echoed NASA's sentiments that October 26 election was a 'sham' or 'simply a Jubilee party internal affair'."If anyone can term this exercise as an election, then I need a proper definition of the word election. By Chebukati telling us that there was a 48% voter turnout he was just laying the ground for a compromised process," he said.
