Garissa is one interesting County.
Nestled in the draining heat of Northern Kenya, it inhabits that lean cabal of counties where an MP is more powerful than the governor.
Garissa Township MP Aden Duale is considered to be a powerful political figure in this country, and way powerful than his governor Ali Bunow Korane who is serving his first term as governor of the Northern Kenya county.
Unlike Korane who is barely known outside Garissa, Duale is known across the breadth and width of Kenya.
Mention the name of Duale and virtually everybody will nod with familiarity.
The outspoken legislator played a pivotal role in the bitterly-disputed 2013 and 2017 presidential elections, making the case for President Uhuru Kenyatta and Deputy President William Ruto.
He was, as a token of gratitude, installed as the Leader of the Majority in the National Assembly, giving him the powers to push the Jubilee agenda through parliament.
Unlike the Governor of Garissa, Duale has a direct access to the president of the Republic of Kenya.
With such powers, Duale has the ability to rally MPs to send any governor home.
