Majority of Garissa town residents who spoke to this writer on Sunday contend that the Bill will go a long way in helping the county meet its financial targets of the 2018/2019 financial year.

Ahmed Abdikadir, a butcher in town, says the financial bill is the only way that the executive can exploit to meet its financial obligations.

"The national government has not been disbursing its share of finances to the county governments. I believe the governor was wise in assenting the bill to ensure service delivery progresses as expected. It is the best for the county,' noted Ahmed. Another resident who only identified herself as Noor agreed to Ahmed's sentiments.

However, a section of them believes that the bill is meaningless as it will just serve to burden them without posing any meaningful developments.

"There have been many Bills getting assented in the county. How have they benefited us? Nothing tangible," posed Hassan, a shopkeeper in Garissa town.
