Civil society groups in Mombasa have filed a petition the High Court in Mombasa, seeking to stop the County Assembly clerk from tabling, debating or holding sessions about the County's 2018/2019 proposed budget.
Seven NGO's filed the petition through lawyer Nyange Sharia, citing Fatma Awale, the Mombasa County Finance and Economic Planning County Executive Committee Member as a respondent pending hearing and determination of the case.
In the application, the NGOs under the Mombasa Right To Know Advocacy Group and Mombasa Governance Network banner, accused the County Government of failing to provide to Mombasa residents crucial information about the budget estimates for proper scrutiny.
"The respondents have failed and refused to avail the annual development plan and County Integrated Development Plan (CIDP) to the public for proper reference and meaningful participation by the public," read part of the petition filed on Monday, June 25.
The seven organisations claim Governor Hassan Joho's administration has depended on a non existent County Integrated Development Plan (CIDP) to form the contents of the budget for the Assembly to approve.
The organisations include; Manyatta Youth Entertainment CBO, Local Empowerment for Good Governance, Kwacha Africa, Commission for Human Rights and Justice, International Centre for Policy and Conflict, Haki Yetu St Patrick and Kituo cha Sheria.
