The Independent Boundaries and Electoral Body has been under scrutiny by Cord to forward the Bill to county assemblies for approval, several months after it was submitted for verification of signatures by the opposition.

But Mr Bosire who spoke to this reporter on Monday, blamed Jubilee for the delay, and challenged IEBC to come out clear on the proposed plebiscite.

“We all know that IEBC has never been independent. Jubilee government has become a major impediment to progress by colluding with the electoral body to sabotage a legal process initiated by us,” said the ODM national treasurer.

“I want to challenge IEBC to come out clear on the matter. They are flouting the constitution just to please them Jubilee masters. We want justice as opposition because we represent the will of many Kenyans,” he added.

Bosire said the Jubilee government was panicking since the Okoa Kenya referendum Bill had touched on many key issues affecting ordinary Kenya on a daily basis.

“We know the problems our country is facing and that are why we came up with a solid constitutional amendment proposal. Jubilee is panicking and that’s the reason they are jeopardizing a smooth process. It’s time that they give IEBC humble time to execute its mandate without partiality,” he added.

The Bill seeks to increase the allocation of revenue to counties from the current minimum of 15 per cent to 45 per cent a part from also setting aside 5 per cent of county funds for MCAs to spur growth at their area of representation.
