A proposal by opposition leader Raila Odinga to create a third level of governance has continued to elicit mixed reactions amongst leaders across the country.

The latest to wade into the debate is the Ainabkoi Member of Parliament Willam Cheput who has termed the proposal as a non-issue.

Speaking during the launch of the second phase of the last mile connectivity project at Lotonyok in his constituency on Thursday, Chepkut said the country should stick with the 2010 constitution as passed by the majority of Kenyans.

The Jubilee allied MP further told off those calling for a referendum to change the constitution noting that elected leaders should be allowed to focus on service delivery to the mwananchi.

“I am strongly opposed to any calls for a referendum. We need to be given a break so that we work for our people who voted for us in the August 8 poll,” said Chepkut.

“We promulgated the new constitution in 2010 and the President took an oath to protect and uphold the supremacy of the constitution which we should also be doing today,” he added.

Addressing the devolution conference in Kakamega on Wednesday, the opposition chief proposed that the country adopts a three-tier system of governance that will see 14 new regional governments established on top of the existing 47 devolved units.

However, the proposal has already received objections from several leaders among them Deputy President William Ruto who said: “it can’t be devolution upwards, I have to be devolution downwards.”
