Nyando MP Fred Outa has maintained that the Constituency Development Fund (CDF) money will not be given to school’s board of management but will be channeled to the contractors.

Outa said his CDF team is engaging contractors who have the capacity to perform and pay after completion of the works.

He said in the past CDF money had been given to the school’s management committee to construct classrooms but the quality of work has been wanting.

The MP said they worked out a new strategy to ensure public funds are used prudently thus the need to engage directly with the contractor who has won the tender.

“Some shoddy works were done before but now we want the funds to be given to the contractor after work. That is why we are engaging contractors who have the financial capacity,” he said.

Speaking on Friday at Kadete Primary School in his constituency when he laid a foundation stone for the construction of four classrooms at a cost of Sh4.3 million, Outa said so far he is satisfied with the new arrangements.

He said the five existing classrooms will be refurbished to give the school a facelift.

Outa told the contractor to sub-contract the works at his own pleasure and be wary of those who supplying building materials.

“Let the contractor award some tenders to the locals may be supplying of some building materials. But the contractor must be smart or else he will be supplied with fake materials that will compromise the quality of the work,” he said.
