Kipipiri MP Samuel Kamunye Gichigi now wants the Assistant Cabinet Secretary position created in the constitution.
Speaking on Saturday during the UhuRuto Express caravan in Kirinyaga County, Gichigi argued that the Assistant CS would take over in case the Cabinet Secretary was sacked or passes on.
He cited the recent sudden demise of Interior CS Joseph Nkaissery where President Uhuru Kenyatta was forced to appoint Education CS Fred Matiang’i to be the acting CS in the security ministry.
“We need to change the Constitution to accommodate assistant ministers to avoid a gap like has happened where the president had to ask Education CS Fred Matiang’i to act as interior CS,” said Gichigi.
The MP said the current Cabinet Secretaries have a lot of work to do, saying it is an enormous task for one person to head two ministries simultaneously.
In the previous constitution, Cabinet Ministers were deputised by Assistant Ministers. However, the constitution promulgated in 2010 abolished the Office of the Assistant Minister.
Gichigi eulogised Nkaisserry, as a ‘dedicated servant of the people’ and called upon Kenyans to grant the deceased respect by maintaining peace before, during and after next month’s general elections.
The late CS will be buried at his farm in Bisil, Kajiado County on Saturday.
