Information Communication Technology Cabinet Secretary Joe Mucheru has said the electronic system of voting could lock out about 2.5 million voters from participating in the 2017 general election.
Mucheru said IEBC does not have its own network to transmit the results when he appeared before the Senate Legal committee on Thursday.
According to Mucheru, there is need for a manual backup system since the electronic system is vulnerable to hacks by the terrorist groups such as Al Shabaab.
He said only 17 per cent of the country’s landmass is covered by the 3G network.
