Mudavadi, the then Minster for Transport said that the project to supply Internet services between the Kenya government and three related US firms was procured procedurally and legally.

Mudavadi told the court that, Obure who was the finance minister 2002, sought permission and clearance to sign the contract on behalf of the Kenya government.

The former Deputy Prime Minster said that the procurement was done legally and Obure did not do any wrong in the 928 million scandal.

Mudavadi said the project was procedurally and legally secured.
