Only 10 percent of Kenyans will vote based on manifesto while the rest will vote based on tribe and kick-backs they get from politicians seeking elective seats.

This is not scientific but an observation by one Jonathan Mueke, who is the Nairobi Deputy Governor.

He says that those seeking to be re-elected like Jubilee government shouldn't be launching new manifestos but arguing their points based on a scorecard.

"I always keep going to the track record thing. The moment you say you are going to do something and you don't do it then you come back after five years begging for another extra 5 years without achieving what you had promised, you need to be voted out. This a culture we should inculcate in our voters," said Mueke on Citizen TV breakfast show on Tuesday.

"That is why Kenyans should weigh Jubilee against their scorecard. The Jubilee government had in 2013 based their campaigns on three main key pillars and should now be telling us what they have achieved so far in those agendas," he added.

Mueke noted that voting back politicians who deliver nothing at the end of their time in office because they have splashed cash on voters during campaigns encourages them to 'know that it pays to do nothing'.

He also warned Jubilee against rigging Nasa votes saying the practice always discourage voters from voting in the next electoral cycle.
