Opposition's Amani National Congress (ANC) Secretary General Barrack Muluka has joined the ongoing constitutional amendment debate, opposing the referendum push.

Speaking during Citizen TV's JKL show on Wednesday, the political commentator poked holes into opposition leader Raila Odinga's proposal for the introduction of a three-tier government.

He said that the bid has very slim chances of materializing, noting that its unlikely to go past the Members of County Assembly.

This, he said, will be a retaliation as the proposed Regional Governments will obviously take over some of the MCAs powers and resources currently allocated to them for county development.

"This proposal will not survive because it will be shot down by MCAs who are afraid that the new governments will take away some of their powers and resources. They will be its first opposers even before the other political players opposed to the proposal come in," he said.

Odinga made the proposal during the Devolution Conference in Kakamega last week, with Muluka further observing that it will further burden Kenyans who are already straining to finance the nation.

"Kenyans should be scared by this plan because they will soon be rendered victims should the motion pass. The introduction of another layer means that they will have to work extra hard to sustain the enlarged leadership structure," said Muluka.
