According to council of Governor's chair Peter Munya, the Integrated Financial System is to blame for the loss of funds at the devolved units.

Munya said that the government was working with a criminal gang to siphon money from the system.

Speaking in Mombasa, Munya stated that the system was imposed on counties despite opposition.
