[Photo|KFCB]The CEO of the Kenya Film Classification Board (KFCB) Dr Ezekiel Mutua issued a statement on Tuesday, clarifying its roles following attacks on social media."Since I joined KFCB two years ago, I have heard many people claim that we overstep our mandate by regulating the broadcast sector. In fact I have seen a comment on social media this morning by someone accusing us of the same. Let me set the record straight: There are three main regulators of the media recognised in law - CA, Media Council and KFCB. These are the core mandates of each:1. Communications Authority of Kenya . Issuance of licenses to broadcasters, telecommunications sector, courier services etc. Management of the communications spectrum - frequencies and airwaves2. Media Council of Kenya . Accreditation of journalists . Arbitration of disputes (on a self regulating model). Promoting professional standards in the media 3. KFCB. Rating and classification of film and broadcast content. Protecting children from exposure to harmful content . Promoting Kenya's Culture, national aspirations and moralityAccording to the Film and Stage Plays Act Cap 222 which establishes the Board, KFCB regulates the creation, distribution, broadcasting, exhibition and possession of film and broadcast content.The Kenya Information and Communications Act (KICA) Section 46 (i) gives the Board the power to enforce the watershed period.The Programming Code for free to air radio and TV stations in Kenya (Section 3) gives KFCB the mandate to rate and classify films, TV and radio programs to ensure that all programs aired between 5am to 10pm are suitable for family viewing.Besides, under the Stage Plays element of the law, KFCB is also the regulator of public performance, theatres, strip clubs, discos etc. That's how far reaching the mandate of KFCB is. Over and above that, I consider myself one of the most accomplished media experts in Kenya both by training and experience.
