[Photo/the-star.co.ke]Makueni Senator Mutula Kilonzo Junior has tabled a Bill which proposes to amend the National Flag, Emblems and Names Act in order to allow Kenyans fly the national flag at their homes, work and businesses.This, Kilonzo says, will enhance patriotism among Kenyans. "Patriotism is a national value. The Bill seeks to allow members of the public express their patriotism by flying the flag in their private residences," Kilonzo says in a gazette notice dated October 17 and as quoted by the Star. He argues that promotion of patriotism has a positive effect on governance at the county level and promoted national cohesion.According to the constitution, Prohibition of improper use of emblems, names and likenesses (1) Notwithstanding anything contained in any law for the time being in force, no person shall, except with the written permission of the Minister—(a) use any specified emblem, specified name or specified likeness, or any colourable imitation thereof, in furtherance of, or display the same as an advertisement for, any trade, business, calling or profession; or(b) use any specified emblem, specified name or specified likeness, or any colourable imitation thereof, in the title of any patent, or in any trade mark or design; or(c) manufacture or import any article or goods bearing any specified emblem, specified name or specified likeness, or any article or goods on which any title, trade mark or design is used in contravention of paragraph (b) of this subsection.More recently, Mutula Jnr tabled a bill allowing for changes to county boundaries.The County Boundaries Bill, 2017, if passed into law, will require a petitioner to get support of at least 15 per cent of registered voters in the county for it to be presented to Senate.
