MPs endured a frustrating session in Parliament as debate on the Motion to establish a Joint Select Committee to discuss the reconstitution of Independent Electoral and Boundaries Commission (IEBC) kicked off.

 Attempts to amend the Motion were frozen by Speaker Justin Muturi who ruled that that can only be done by MPs within their respective coalitions.

"We should amend the first part to remove indirectly and replace with democratically elected," suggested Mumias MP Benjamin Washiali.

"For any amendments, you have to consult with the leadership of the two coalitions as it was earlier on negotiated," Muturi however ruled.

If the 14-man committee is approved, it will have exactly 30 days to make a report and the recommendations on the future of the current IEBC.

National Assembly Majority leader Aden Duale hinted that the new set of commissioners will be in office by October ahead of the 2017 poll that is expected to be hotly contested.

Meanwhile, IEBC CEO Ezra Chiloba has asked that the process of determining the fate of the commission should be hastened to beat the deadlines considering the country is running short of time.

To Chiloba, the commissioners are the drivers of the commission and their absence may render the commission dysfunctional.

He says their work as a secretariat is purely administrative.

"We cannot declare elections, we cannot declare results, those are done by the commissioners," Chiloba said.
