[Photo/the-star.co.ke]The speaker of the National Assembly Justin Muturi has expressed his concerns about the delay in releasing funds to county governments by the Treasury.He contended that the delay was undermining the ability of the devolved units to work smoothly.''Failure by both the national and county governments to meet their revenue targets is a threat to the sustainability of resourcing the county governments. Both governments should agree on a proper modality that will enable a symmetric costing and transfer of all devolved functions which should be commensurate with the transfer of resources.'' He said.Speaker Muturi spoke during the induction of governors at the Diani Reef Hotel in Kwale County.The speaker also bemoaned the tensions that have characterised the relations between the county governments and the central government.
