KIEMS kits as I understand should be able to send voter turnout statistics as at the close of the polling station since ideally every voter should run their biometrics through it.
In some instances though, the biometrics may not work for some voters and as such at these moments the manual systems should be used.
This, therefore, means that by 6 pm we should have had voter turnout figures ESTIMATES read by IEBC.
Once the forms come in through the portal, then we should have the ACTUAL voter turnout which should be either EQUAL to or HIGHER than the initial estimates. Higher because some may not have been captured electronically.
However, in the case of IEBC, the latest turnout numbers are lower than the initial estimates.
The big question to Wafula Chebukati is, where did he get those initial estimates? How did he arrive at 48%? Show your workings.
