Shisha smoking zones in the city are set to be closed down after the government began initiatives to outlaw the substance.
According to Health CS Cleaopa Maili, the state will ban shisha because of the health risks it poses.
The highly-toxic substance rich in tobacco is often smoked using a water pipe and has gained popularity at entertainment establishments in the city over the last few months.
"We are contemplating banning shisha ... we will definitely do that," Mailu said as reported by the Star.
"We are in discussions with the Attorney General (Githu Muigai) on developing the legislation. The document being circulated online was probably being prepared for my signature but it's not final and we are not yet there," he added.
Rwanda has already banned the substance with Tanzanian President John Magufuli imposing a ban on it.
