The controversial Nakuru County Outdoor Advertisement Bill was on Thursday taken through a second reading after having been approved by the assembly.
The bill was last month taken back to the committee of Trade, after it appeared to have very harsh and unconducive penalties to the offenders erecting the advertisements without any permit from the county government.
Committee chairman Michael Wang'ombe, who tabled the bill for the second time told the assembly that his team had amended all the clauses which were controversial and that had been challenged in the first reading.
“We have reduced the fines from Sh1 million to Sh100,000 while the imprisonment has been reduced from 10 years to 2 years for the first time offenders,” said Wang'ombe.
He added that the committee was forced to have special sittings with all the stakeholders when drafting the bill.
“I once again tell the house that the bill had no any hidden agenda against the investors who want to set up business in the county. All the advertisement billboards should be removed a week after the expiry of the permit,” added Wang'ombe..
Wang'ombe reiterated that once the bill is passed into law, the county will generate more revenue.
