Nakuru County governor under the tenure of Governor Kinuthia Mbugua used up to Sh17 million as salaries per month, a report has shown.
The 2015/16 report by the Auditor General said this was as a result of illegal staff hiring that resulted into an irregular payroll.
"This caused the wage bill to rise to Sh17, 219, 112," the report said.
Among employees the report raised questions over hiring are ward administrators.
It questioned why 90 people were recruited for ward administrator positions yet only 55 were deployed.
Kinuthia served for a one term after he was defeated by the incumbent Lee Kinyajui during the Jubilee nominations.
He is now an adviser at the state house.
Kinyajui has promised to clean the county government workforce.
