The Council of Governors is concerned that a number of state agencies are performing functions that are constitutionally county functions.They now want these agencies to be restructured.''A bulk of the national revenue is being allocated to these agencies at the expense of counties. This is an unacceptable and unconstitutional waste of national resources and a blatant violation of the constitution '' Governor Nanok said.The Turkana governor bemoaned the tensions and acrimony that has characterised relations between the Central government and County governments.Nanok spoke at the Diani Reef Hotel where a governors' induction programme was ongoing.
