The Council of Governors has bemoaned the glacial disbursement of money to the 47 counties.Speaking on Monday flanked by other governors, Governor Nanok warned that the delay was having a negative impact on development in the counties, a sad reality that the counties have had to grapple with.''We are extending a hand to the national government, urging it to fast-track the formalisation of the borrowing framework specifically to make sure that essential services are not interfered with,'' Governor Nanok said.Nanoks wide-ranging speech was delivered in Nairobi on Monday.
