[Photo: nation.co.ke]NASA MPs and Senators will not take part in debating the amendments to electoral laws which is slated to begin on Tuesday (today) afternoon.National Assembly Minority Leader John Mbadi has said that all Nasa MPs and Senators have been de-whipped and won't be attending any parliamentary sessions where the two bills will be debated upon."We have raised issues on the constitutionality of the two bills and that is why as NASA we refused to take part in the so-called Ad hoc Joint Parliamentary committee for amendment of electoral laws. This is is a constitutional coup and we refuse to sanitise it," Mbadi said on Tuesday at Parliament buildings, an hour ahead of the planned debate.He said that it is high time that Jubilee realizes that it cannot run 'this country alone by claiming they have a tyranny of numbers and purport to transact business on the people of Kenya alone'.Mbadi called on the two Speakers of the bicameral Parliament to reject the tabling of the two bills saying the process is unprocedural, unconstitutional and against the traditions of Parliament.He added that Nasa principals will 'address the nation' at 4pm on Tuesday concerning the same.Parliament is rushing against time to pass the controversial changes to election laws as MPs have until Thursday to enact the two bills before they go on recess until November.A joint committee of the National Assembly and the Senate has been collecting views from the public and it is expected to table its report in the two Houses concurrently.The changes target the Independent Electoral and Boundaries Commission Act, the Elections Act and the Election Offenses Act.The committee, made up of Jubilee MPs only after their Nasa colleagues questioned its legality, retreated on Friday last week to write its report at the Windsor Golf Club after four days of public hearings. The committee concluded its report writing on Monday.
