The utilization of the National Government constituency development fund (NG-CDF) by both Kangundo MP Kyengo Katatha Maweu and his Matungulu counterpart, Stephen Mutinda Mule will be the apex of issues in the 2017 parliamentary election campaigns.
The two MPs, who have declared ‘total political war’ on their opponents, are now counting on their achievements in terms of projects they have initiated through the NG-CDF kitty for the past four years.
The two have repeatedly insisted they have achieved the best results ever in in the history of CDF in terms of bringing development to the people through the national Government kitty.
For instance in Kangundo, Mr Maweu has outlined to his electorate a raft of projects he has established through CDF and has of late been telling voters to grant him a second chance when elections are called in August.
Some of the projects he has initiated include the refurbished Kangundo Technical Training College-formerly Kwakathule Youth polytechnic as well as a proposed campus of Kenya Medical Training College near Kangundo level 4 hospital.
In Matungulu, Mule has abrasively channeled a huge chunk of CDF kitty to the improvement of schools infrastructure by constructing new state of the art classrooms and administrative blocks in virtually every single primary school in his constituency.
But on the flip side, their opponents have been breathing fire, accusing the two lawmakers of using the said projects to line their pockets.
Indeed, those opposed to their leadership have been claiming the MPs have been awarding tenders ‘to themselves’ through proxy, and over-allocating funds to various ‘development projects’ for purposes of financial kickbacks. Katatha and Mule have however dismissed the claims.
In Kangundo, Katatha faces a stiff challenge from former banker, Rose Wambua and Nairobi-based lawyer Fabian Muli while in Matungulu, Businessmen Thomas Musau, Charles Kilonzo and Kangundo branch Knut executive secretary, Daniel Nginga have vowed to unseat the incumbent.
