The former Coast Regional Coordinator Nelson Marwa, who is now the incoming Devolution Principal Secretary has promised to combat corruption and poor coordination.
Speaking during his vetting before the National Assembly Committee on Finance and National Planning on 21/02/2018, the incoming Devolution Principal Secretary said he will combat corruption from county levels.
“Public funds should be handled responsibly, different bank accounts should be opened for different purposes, for instance, founds for emergency should be banked in an emergency account, and withdrawals should follow the guidelines set in the constitution, the money belongs to tax payers,” said Marwa
In 2015 when Marwa was still the Coast Regional Coordinator, the Auditor General Mr. Edward Ouko release a report on corruptions in counties.
In his report, the county government of Mombasa had failed to bank part of the Sh1.7 billion revenue it collected during the financial period under review.
“According to the county revenue fund bank account statement, a total of Sh1,219,606,876 was transferred to the account as at 30 June 2014, which implies that Sh496,262,124 was not banked in the county revenue fund account,” said the Auditor General report
Basing on this 2015 report from the Auditor General on Mombasa County, with what Nelson Marwa has promised to do concerning corruptions in the counties, there are bigger chances that their bitterness with Joho will be revived.
During his time in the coastal region, they were ever at loggerheads with governor Joho on several occasions.
The Devolution Principal Secretary nominee also mentioned the drug abuse menace that has haunted the Coast. Marwa said he will be working the Interior ministry to combat the drugs menace at the coast
.“We have to work together and cooperate in the fight against drugs in the country” added Marwa.
